What is this?Locale Emulator is a Windows utility that simulates another system region and language for individual applications, so programs run as if your PC were set to a different locale.
Is this a program I install on Windows, or a library? It's a Windows desktop application written in C#. It includes a context-menu handler component (LEContextMenuHandler), so in practice you apply it to programs from the Explorer right-click menu.
How do I get it and start using it?Download a release from the link in the README's Download section, then follow the separate usage guide, which is available in English and Chinese.
Does it need anything else installed to run?Nothing beyond the download is mentioned for everyday use. Only building from source has prerequisites: Git and Microsoft Visual Studio 2015 / 2017.
Is it still actively maintained? No. The GitHub repository is archived, so development has stopped and the code is read-only; the already-published releases remain available for download.
Is there a catch in its license? Most code is LGPL-3.0, but the context-menu handler reuses Microsoft Public License code, and modifications you want kept outside LGPL-3.0 require asking the author for a sublicense.
Does it change my Windows regional settings? No — as a simulator, it presents a different system region and language only to the applications you point it at; your real system settings stay untouched.
Can I help translate it into my language?Yes. Translate DefaultLanguage.xaml in the LEGUI/Lang folder and DefaultLanguage.xml in LEContextMenuHandler/Lang, then open a pull request so the author can add your language.
