On older Desktop builds, download plugin.js into ~/.hermes/desktop-plugins/hermes-bots/ and reload plugins (Ctrl+K → 'Reload desktop plugins').

Also, bot-to-bot delivery is per-invocation, so you can't yet interrupt a bot mid-conversation.
