What is this?Next.js is Vercel's 'The React Framework': a framework for building web applications with React, and this repository holds its source code.
Is it a component library or a full framework?A full framework, not a component library: apps are built with it as the base, and it ships its own compiler as part of the build.
If I clone this repo, do I get a runnable site?No - this is the framework's source, organized as a turbo/lerna monorepo with the main package at packages/next, not a starter app; you create your own project with Next.js instead.
What do I need installed before building it locally?Node.js 20.9.0 or newer, which is the version pinned in the repository's engines field, so any current Node LTS meets it.
Where do apps built with it end up running? They are web applications: the server side runs on Node.js and the pages are served to the browser.
Does it produce static sites, server-rendered apps, or both? Both, plus a hybrid mode: the project lists server-side rendering, static site generation and hybrid rendering among its own topics, so pages can be prerendered or rendered per request.
