what's the problem?

in russia, mobile internet is heavily restricted, but "restricted" doesn't even begin to describe the chaos. there are no consistent rules. the situation varies not just by region, but by your specific mobile operator, the cell tower you're connected to, and even your virtual operator (mvno). for instance, yota, which is owned by and runs on megafon's network, can have a radically different (and often stricter) whitelist than megafon itself, even if you're standing in the same spot.

here's what you can expect:

the lists (and their new purpose)

the lists are a community effort, compiled by people who scan massive ip ranges during lockdowns to see what's still alive. important: this list is universal, a collection of what works across different operators and regions. it's not specific to just one provider.

⚠️ the reality: sni vs ip/cidr and "the shield"

this is no longer a simple problem. operators are moving to a combined ip + sni model. this means even if you spoof a whitelisted domain perfectly, the connection will be blocked if your server's ip isn't also on their allowlist.

there's also a strange phenomenon we call "the shield" (personally verified by the repo owner, only on t2/tele2 so far).

how to survive: tools and strategies

1. how to tell if you're under a whitelist? it's simple. open a terminal or a browser.

2. recommended clients & protocols your best bets are vless or trojan. always use encryption (reality/tls).

3. your options

  1. sni spoofing: the easiest method. just use a domain from whitelist.txt. works only if your operator isn't checking ips.
  2. find a whitelisted server: search for a hosting provider (they exist both inside and outside of russia) whose ip subnets are in our ipwhitelist.txt or cidrwhitelist.txt. buy a server, get an ip from the list, and you're golden.
  3. two-server setup: the most reliable solution. the traffic flow is: client -> russian server (with a whitelisted ip) -> foreign server -> internet. this is more complex and costly, but it bypasses ip-based whitelisting.

4. join the discord server! this readme is just the tip of the iceberg. the discord is a chaotic but incredibly valuable living knowledge base. people are constantly helping each other, sharing working configs, discussing which mvnos are working in which regions right now, and even talking about bypassing censorship on wired internet. if you're serious about this, you need to be there.

What is this?A community-maintained list of domains and IP ranges that stay reachable in Russia even when mobile internet gets throttled or filtered, meant to be fed into VPN or proxy clients so their traffic blends in with what the government allows through.
Is this an app, or just plain text files I load into my own VPN client? It is just three flat text files, not software: whitelist.txt for allowed (sub)domains, ipwhitelist.txt for individual IP addresses, and cidrwhitelist.txt for whitelisted IP subnets in CIDR notation. You feed these into existing clients like VLESS/Trojan or sing-box yourself.
How do I actually use these lists to get online?Either spoof a domain from whitelist.txt via SNI in your VLESS/Trojan config, or rent a hosting server whose IP falls inside ipwhitelist.txt/cidrwhitelist.txt; for the most reliable result, chain a Russian server on a whitelisted IP to a foreign server so the final traffic leaves from outside Russia.
Which VPN clients and protocols do I need?VLESS or Trojan with Reality/TLS encryption are the recommended protocols; on iOS use Streisand or Happ, on Android use Husi, v2rayNG or LXBox, and on PC use Throne or the qr243vbi fork of NekoBox (the original NekoBox is unmaintained).
Will this list guarantee I get around the restrictions? No. Operators are moving to a combined IP+SNI model, so a perfectly spoofed domain can still get blocked if your server's IP isn't on the list too, and even the undocumented 'shield' exemption some accounts get fails during full state-mandated shutdowns.
Does this apply the same way to every mobile operator? No, rules vary wildly by operator, region, and even cell tower, so the maintainers deliberately keep this list universal and gathered across multiple operators rather than tailored to just one.
What is the 'shield' mentioned in the README?It is an undocumented exemption flag some mobile accounts receive that makes them immune to whitelisting, usually handed out to influential people or persistent complainers rather than sold as a service, and it still stops working during full state shutdowns.
How do I tell if I'm stuck behind a whitelist?Try opening yandex.ru or gosuslugi.ru versus 2ip.ru, yahoo.com, or pinging 1.1.1.1; if the first group works but the second times out, you're under a whitelist.
Why shouldn't I rely on IPv6 to dodge this?Russian mobile operators haven't invested in IPv6 infrastructure, and nobody in the community has even tested how whitelisting behaves on it, so it's not a usable workaround.
Where do these lists come from and how are they kept current? They're a community effort: people scan huge IP ranges during lockdowns to see what's still reachable, and ongoing findings, configs, and operator-specific tips get shared on the project's Discord server.
